New Regulations for Mobility Scooters in Singapore: A Closer Look
Starting June 2026, Singapore will introduce revamped regulations for Personal Mobility Aids (PMAs), including mobility scooters and motorized wheelchairs. These changes aim to enhance safety on public paths, particularly in response to growing concerns about the speed and behavior of these devices.
Stricter Design and Speed Regulations
The Land Transport Authority (LTA) has specified that all new mobility scooters sold in Singapore must comply with stricter design limits and speed caps. From June 1, 2026, mobility scooters will be restricted to a maximum speed of 6 km/h on public paths. Currently, many existing scooters can reach speeds of up to 10 km/h, but these can continue to be used until the end of 2028, although users are required to limit their speed to 6 km/h on paths during this transition period.
In addition to speed restrictions, the scooters must adhere to size limits: they cannot exceed 70 cm in width, 120 cm in length, and 150 cm in height. The total weight limit, including the rider, is capped at 300 kg. Moreover, these scooters must feature at least three wheels, a single seat, handlebars, and be designed to carry one individual who has mobility challenges.
Impact on Retailers and Price Adjustments
Retailers are already voicing concerns about the financial implications of these new rules. As reported by 8world News, the cost of mobility scooters may increase by as much as 15% due to the added complexity in ensuring compliance. DNR Wheels, a prominent retailer, highlighted that the logistics of transporting and checking each unit for compliance will add to operational costs, which will likely be transferred to consumers.
For instance, Morgan Singh, the managing director at DNR Wheels, pointed out that compliance testing for each scooter may need to occur individually or in small batches, complicating logistics. This could necessitate hiring more staff or additional transport vehicles, further inflating prices for end-users.
Ownership Transfer Procedures
Another significant change involves the transfer of ownership after purchase. This process will now be facilitated through Singpass, a digital identity solution. Warren Chew, founder of Elfigo Mobility, raised concerns that many of their elderly customers may struggle with this digital process. If customers do not complete the transfer, retailers could face liability issues if a device is misused. The LTA has indicated that there will be manual options available for those who find digital processes challenging, providing some relief for those less tech-savvy.
Subsidies for Seniors and Persons with Disabilities
To alleviate the financial impact of these new regulations, the LTA has announced that eligible seniors and persons with disabilities can receive subsidies of up to 90% when purchasing mobility scooters intended for medical use. This initiative aims to ensure that individuals who need mobility aids can still access essential transportation without facing prohibitive costs.
Upcoming Registration Requirements
Looking ahead, from January 1, 2029, all mobility scooters used on public paths will need to be registered. Registration for existing devices will commence in mid-2027, with additional details to be released closer to the implementation date.

According to Associate Professor Dr. Kwan Yao Han from the Singapore University of Social Sciences, manufacturers will likely need to adapt to these new regulations. This may lead to the development of hybrid models that fit the local size and speed requirements.
